The Recreational Infrastructure Canada (RInC) Program in Ontario and the Ontario Recreation Program (Ontario REC) were launched in 2009, allowing the governments of Canada and Ontario to work together to support Ontario’s communities and to create jobs through upgrades and improvements to recreational infrastructure.

The recreation infrastructure project title was the Conversion of Mid Scarborough Rifle Club to Youth Lounge.
This new youth lounge as a multi-purpose youth space was jointly funded through the Recreational Infrastructure Canada (RInC) Program by:
- the Government of Canada: up to $430,000
- the Government of Ontario: up to $430,000
The federal and provincial governments each contributed up to one third of a project’s total eligible cost (up to $1,287,000), up to a maximum of $1 million each per project, with recipients providing the remaining balance:
- the City of Toronto
- The City of Toronto also received a contribution from the African Canadian Legal Clinic (ACLC) for the construction of the new space.

Governments and local youth groups celebrate the opening of the Don Montgomery Community Recreation Centre multi-purpose youth space
City of Toronto Councillor Michelle Berardinetti (Ward 35 Scarborough Southwest), who will be representing Mayor Rob Ford, will be joined by MP Roxanne James (Scarborough Centre), MPP Lorenzo Berardinetti (Scarborough Southwest), the African Canadian Legal Clinic (ACLC) and Build It to Suit Youth (BITSY) to officially open the multi-purpose youth space at the Don Montgomery Community Recreation Centre.
